You forgot the most important part of the job description - "on topic". :)
I don't think you've completely lost your mind. There are a number of pay per post forums out there, such as MyLot. People are already paying for reviews for their sites/blogs.
What I think would be a better idea is doing a project similar to the infamous Technorati faves exchange where people setup a comments exchange among sites with the no-follow setting. The benefits of linkbacks along with added comments on their sites would be payment enough in my book. I'd prefer it be run on an independent site vs the way those were run since not all blogs can make chain type posts on topic (photo blogs, for example).
Good idea delani. I think you could get a majority of them to keep on topic, if it were one that they all had in common.
Something pretty popular in Japan is Foxkeh and the little dude is catching on over here too. He is the mascot for Mozilla Japan -- kind of an anime version of the fox in Firefox.
Of course, sex is always a good topic too. Kind of hard not to get off-topic (pardon the double puns in there).
I feel dazed and confused over the whole thing...but wait...it's Saturday..I'm allowed! HA! What?!
I hope you are kidding because comments for hire is about as low as I could get, NOT SAYING I WOULDN'T LOL
