1) ASEAN (including observers [a] Papua New Guinea and [b] Timor-Leste)
2) China
3) Japan
4) Korea
5) Australia
6) India
7) New Zealand
Other Countries Allowed (based on the political version of EAC)
1) Russia
2) Pakistan
3) Mongolia
4) Bangladesh
As agreed upon by the EAC (formerly the ASEAN+3+3 Summit).
